Well so much for all the budget talks we went through last year and speculation about how they were going to fund the holes in their budget (RV or no RV) . They will just ask to barrow it! Why RV when the US will give us the money…..
U.S. Government Accountability Office pointed to a large surplus
BAGHDAD -
The study found U.S. government published yesterday that Iraq has a surplus of 52.1 billion dollars in its budget, with the availability of an amount of 11.8 billion dollars available to spend immediately on his security forces.
The study by the Government Accountability Office, an investigative arm of Congress, they come ready with U.S. lawmakers to discuss the funding request in the amount of 2 billion dollars from the White House for the Iraqi security forces.
The report says: «the billions of dollars allocated for Iraq’s security did not improve the use of properly. With the withdrawal of U.S. troops on the Iraqi government must assume a greater role in providing security across the country. »
But the Pentagon has refuted these findings, saying that the dollar figures were not correct, and that Iraq is in need of cash reserves to bridge the budget deficit.
The U.S. military has previously protested the recommendation of Senator Carl Levin, chairman of the Armed Services Committee in the Senate, should be written off billion of share proposed by the White House in 2011 and the estimated two billion dollars.
Levin argued that Iraq has enough oil revenue to increase spending on defense. The General Ray Odierno, former commander of U.S. forces in Iraq, noted that full funding is necessary to strengthen the Iraqi border forces and logistics of the army. It was Odierno told reporters Washington last July that Iraq will not bring great returns on foreign investment in the oil fields for three or four years.
It is expected that the U.S. House of Representatives approves the request of two billion dollars.
He added that the amount of 11.8 billion dollars, surplus funds were not paid, it is assumed that Iraq could spend more, despite concerns about the budget deficit. In the light of those resources, Iraq has the potential to contribute more toward security needs, despite its attention to other competing priorities. »
Has been discussed and the Ministry of Defense the results of the GAO in a letter accompanying the study to an initial draft which he said Colin Kahl, a deputy assistant secretary of defense for the Middle East: «We believe that the letter from the Office of present accounting, which outlines the position that Iraq currently have large cash reserves allow it to spend More on security costs now and in 2011, is not accurate and not supported by financial statements. »
Cal argued, saying that the request for full funding for the White House was important to maintain long-term relations between Iraq and the United States with the remaining U.S. forces were ready to leave Iraq by the end of 2011. There are more than 49 thousand U.S. troops in Iraq to support and train its security forces after the announcement of President Obama end U.S. combat operations by the end of August.
