Council approved the Presidency on four important laws legislation to compensate the most prominent property affected by the disengagement of the dictatorial regime of social affairs departments in the Ministry of Labor and Social Affairs.

The four presidential statements separately, said the presidency council yesterday approved the first legal compensation to the property affected by the dictatorial regime and the imposition of income tax on oil companies, foreign contractors working in Iraq, in addition to the law of disengagement, social affairs departments in the Ministry of Labor and Social Affairs, the Amendment Act First law of governorates not organized in a region.

The following is the text of the law on compensation for property affected by the dictatorial regime:

Article 1 – This law aims to compensate the affected citizens in their movable and immovable property by the practices of the dictatorial regime, the value of the funds accruing to them from the movable and immovable property that was confiscated or destroyed, frozen or seized for political reasons, ideological, racial, or what is covered by the law Authority to resolve property disputes, real estate (2) for the year 2006.

Article 2 – is calculated for the purpose of the compensation stipulated in Article (1) of this law, the value of movable and immovable Iraqi dinar denominated in gold at the time of the injury.
Article 3 – First: A – is a central committee in the Ministry of Finance is composed as follows:

1. a judge of the first class of the Supreme Judicial Council nominated by the president.

2. Representative of the Ministry of Finance Director level members.

3. Representative of the Ministry of Justice of Director members.

A representative of the Kurdistan region and each region will be formed by a member of the rank of director

B – by the Central Committee:

1. Approval of the compensation decisions issued by the sub-committees in the provinces or regions.

2. raising the decisions on compensation to the Ministry of Finance to disburse the amount of compensation during a period not exceeding (90) days from the date of receipt of award from the province or territory to the Commission.

Second: – set up in each province or territory of a subcommittee composed as follows:

1. a judge of the second class nominated by the Supreme Judicial Council Chairman

2. Representative of the Ministry of Finance Director level member

3. Representative of the Ministry of Justice of Director member

4. a representative of the province or territory of Director member

Article 4 – are being challenged decisions of the subcommittees and the central front of the Appeals Committee, which in the Ministry of Finance (60) days from the date of the Commission’s decision and the decision of the Appeals Committee prohibited.

Article 5 – Exchange is the amount of compensation to the victim or his legal heirs in accordance with the Qassam legitimate.

Article 6 – establishes a mechanism of action of the subcommittees and how the central and issuance of decisions and a mechanism for applications and accessories with instructions issued by the Ministry of Finance.

Article 7 – The provisions of this Act who are affected from the date of 1968/7/17 to 2003/3/20 history.

Article 8 – does not work with any text that violates this law.

Article 9 – This law shall be the date of its publication in the Official Gazette.

Reasons:

For the purpose of compensation for the Iraqi citizens that they have suffered injustice or damage resulting from the seizure or freezing or seizure of their property due to the arbitrary practices by the former regime, initiated this law
