Comments on UN Meeting – 2/25/2010
Dinarded came up with two links this evening that require immediate reading and analysis. With his blessing, and knowing that HE realized how important this is, I will summarize what he has found.
The first link is the “agenda” of a UNSC meeting to take place tomorrow, the 26th. Here is the link and the quote in that agenda that is relevant:

“Security Council Meeting: The situation concerning Iraq
Report of the Secretary-General pursuant to paragraph 5 of resolution 1859 (2008) (S/2009/385)”
Now, Dinarded did his “due diligence” and traced the agenda back to the UN resolution 1859 from 2008. Here is the link:

And here is the relevant paragraph 5 from that resolution:
“5. Decides to review resolutions pertaining specifically to Iraq, beginning with the adoption of resolution 661 (1990), and in that regard requests the Secretary-General to report, after consultations with Iraq, on facts relevant to consideration by the Council of actions necessary for Iraq to achieve international standing equal to that which it held prior to the adoption of such resolutions.”.
Now what is important is that at tomorrow’s meeting they will discuss actions necessary “for Iraq to achieve international standing equal to that which it held prior to the adoption of such resolutions.”
What time frame are we looking at here?
We are looking at a time BEFORE Iraq came under the control of the UN. In other words, we are looking at before 1990. Here is the simple question to ask: What condition existed in Iraq before 1990? The answer is clear: Iraq was not under Chapter 7 of the UN resolutions! That is why the quote above says prior to the adoption of “such resolutions”. It is referring to all resolutions under Chapter 7!
We may well see Iraq released from Chapter 7 at this meeting tomorrow. I had originally thought that the RV was a precursor to the release, but now it appears that they will be nearly simultaneous, if not simultaneous. Maliki drives a hard bargain, and seems to be getting what he wanted: release from Chapter 7 in return for the RV.
