UNITED NATIONS (AP): The UN Security Council on its willingness to lift restrictions on scientific research and technical assistance to Iraq in the event of confirmation of the International Atomic Energy Agency’s commitment to its obligations in the Baghdad area of disarmament.

And the Ambassador of France to the United Nations Gerard Arrow The Security Council stresses its willingness to re-evaluate the restrictions provided for in resolutions 687 and 707 for the year 1991 with respect to weapons of mass destruction and civilian nuclear activities, with a trend to be submitted as soon as the required steps.

The Arrow Security Council President for the current month in a statement read at an open meeting of the Council on behalf of the member countries to the International Council also stresses “the importance of Iraq to pass the Additional Protocol” to a comprehensive safeguards agreement. He noted that the Security Council requested the International Atomic Energy Agency to inform members “as soon as possible,” the size of Iraq’s cooperation with the IAEA with respect to those guarantees. Will be the lifting of those restrictions is limited to only the scientific aspects of Iraq has asked the United Nations to allow the import of chemicals, including pesticides, which can be exploited in agriculture or be used for military purposes.

The Council also welcomed the signing of Iraq on the additional protocol to comprehensive safeguards agreement of the International Atomic Energy Agency reaffirmed its commitment to Iraq’s independence, sovereignty, unity and territorial integrity. He stressed the importance of stability and security for Iraq and its people and the region and the entire international community.

For their part, diplomats here described the presidential statement of the Security Council, which was based on a proposal to the United States as a “gift” to the current Iraqi government to enhance its chances of winning the upcoming parliamentary elections scheduled on the seventh of next month. The U.S. ambassador to the United Nations Rosemary DiCarlo after Security Council approval for the statement that “it is clear that Iraq still has other steps to be taken” before going out of Chapter VII of the Charter of the United Nations.
He also said Lebanon’s ambassador to the UN Security Council Nawaf Salam said in a statement to KUNA that what happened in the Security Council today, “not final,” pointing out that no one can predict the timing of exit Iraq from Chapter VII. For his part, Britain’s ambassador to the United Nations, Sir Mark Lyall Grant said in a statement to KUNA the presidential statement to the Security Council as “important” because it shows support for the steps taken by the Iraqi government. Grant stressed at the same time “the importance of additional steps that should be taken to the Iraqi government regarding the issue of the border with Kuwait as well as the Additional Protocol concerning the prevention of nuclear proliferation.”
