The ICI or the international Compact with Iraq was the international; plan for the total recovery of Iraq it is an international agreement that was signed and is over seeing the debt forgivness and other issues it has to do with the humanitarian and economic recovery of the nation it is the frame work of this Marshal Plan for Iraq, so it appears that we may have something being announced or said about this on Monday at the UN. yes...it may be nothing (but i doubt that). But with everything going on that Medic has shared, and all of the banks being closed on Monday, I find the timing interesting, so we will just see, so thats it...
